Session 1: Introduction to the Working History of GAPP

Agenda 1: Opening and Purpose of the Workshop
- Shri Vishwatma, Convener of the Workshop, introduced the objectives, emphasizing GAPP’s mission to prevent wars and ensure global rights.
- The role of GAPP in establishing a world government, promoting peace and granting global rights was highlighted.
Agenda 2-7: Introduction to Online Platforms of GAPP

Agenda 8: Engaging with Primary Members
- Overview of more than 12,000 online primary members and strategy to reach out to them via state-wise conferences and SMS updates.
- Issuing ID cards to members and planning their engagement.
Proposed Duties of Committee of GAPP
- Calling primary members in state wise conferences.
- Sending SMS at least 3 times in a year.
- Wearing GAPP Coat, Cap, T-Shirt, and Badge.
- Issuing ID Cards to Primary Members.
Proposed Duties of Primary Members
- Recruiting two new primary members per month.
- Installing name plates on houses with GAPP branding.
- Wearing GAPP Coat, Cap, T-Shirt, and Badge.
- Forming village/ward-level GAPP committees.
- Establishing Global Change Centers in their localities.
- Making an annual donation to support organizational activities.
Agenda 10: Establishing GAPP Office in Delhi
Shri Meraj Sahab invited proposals for running GAPP’s office in Delhi for at least one year. Sh. P R Trivedi said that small meeting of few persons is needed for such issues. It is decided to continue the discussion in future meetings.
Agenda 11: Assigning Responsibilities and Targets to Office Bearers
- Proposal by Shri Meraj Sahab:
- Minimum targets for office bearers:
- Recruiting 10 primary members and 1 new office bearer monthly.
- Installing name plates at residences.
- Wearing GAPP apparel (coat, cap, T-shirt, badge).
- Forming village/ward committees.
- Establishing Global Change Centers.
- Making annual donations to support expenses.
- Raising donations for GAPP, allowing 30% for travel expenses.
- Minimum targets for office bearers:
It is resolved to make the above conditions as the part of rules of duty of office bearers.
Agenda 12: Drafting Demands for the Government of India
The proposal to discuss was:
- Ministry for Global Rights
- Ministry for South Asian Union
- Ministry for Global Participation (For Indian citizens in power and resources)
- Ministry for Peace
Key Speech by chief gust of 1st session Adv Shri Prashant Bhushan:
- World Government: Essential for today’s global challenges.
- United Nations Ineffectiveness: UN resolutions are not respected.
- Climate Change & Hunger: Urgent global issues.
- Election & Governance Reforms:
- Proportional representation system needed.
- Political parties should provide candidate lists to the Election Commission.
- Voters should have two votes: one for a candidate and one for a party.
- State-funded elections should be introduced.
- Cashless political funding should be implemented.
- Illegal election funding must be stopped (e.g., BJP received ₹8000 crores via electoral bonds).
- Public Movements:
- Unemployment allowance at least 50%of minimum wages act should be introduced.
- 30% inheritance tax should be imposed.
- Contractual jobs should be abolished.
- Privatization in key sectors like education, health, railways, port, etc. should be revoked.
- Government vacancies must be filled immediately.

Agenda 13: Membership Benefits and Organizational Roles
Proposed Benefits for Office Bearers & Donors:
- Voting Power in GAPP Organizational Elections as per rules.
- Global Rights.
- Opportunity to be part of history.
- Respect in Society.
- Opportunities of Government Employment in proposed supra national governments.
- Income from Votership Right or Unemployment allowance.
- Opportunity to travel abroad and gain experiences.
All the speakers pledged their support for the Mission for Global Change (MGC) and its initiative, the Global Agreement on Participation and Peace (GAPP).
A speaker from Italy, Mr. Ricardo Mentasti, shared his experience regarding the impact of the Russia-Ukraine war on Italy. He informed the participants that many industries have shut down, the cost of goods and services has risen sharply, and the unemployment rate has reached 12%. Due to a lack of livelihood opportunities and safety, illegal migration into Italy has become a major issue. He stated that the European Union has been ineffective in stopping the war, which is why upgrading the United Nations has become inevitable.
Another speaker from Italy, Ms. Sadbhavna Bhardwaj, emphasized that the Russia-Ukraine war has proven that no one in the world is truly safe. Therefore, the issue of global rights has become the most critical concern of our time. She assured the participants that after studying the roadmap of MGC, she would initiate the country chapter of GAPP in Italy.
Speaking as the chief guest of the session, renowned Bangladeshi journalist Ms. Sumit Khan described Shri Vishwatma Ji as a visionary and a person of integrity. She stated that he has no hidden agenda and is working in the spirit of Mahatma Gandhi, the mentor of India’s freedom struggle. She announced that she would establish the Bangladesh chapter of GAPP as the country convener of this organization.
The well-known farmers’ leader, Shri Gurnam Singh Chadhooni, observed that efforts to stop wars and secure global rights are an urgent public necessity. He assured that he and his farmers’ organization would support this mission in every possible way.
In his presidential address, Shri Aniruddh Kumar Agrawal stressed that the growth of human consciousness is essential for resolving conflicts within families and across the world. He assured his participation and cooperation in this mission to the best of his ability.
Agenda 14: GAPP Roadmap Presentation
Shri Vishwatma presented an 8-page roadmap draft. It was decided to discus the draft in next meeting/workshop after studying it.
Session 3: Future Planning and Constitution of GAPP

Agenda 16: Selection of Committee for Office Bearer’s Application Forms for Approval
Proposed Selection Criteria for members of the committee:
- Age 50+
- Mindset should be above narrow nationalism
- Equal respect for Leftists & Rightists and for all political parties
- Minimum 1-day work per month
- Commitment of annual donation to GAPP minimum ₹1.2 lakh
Agenda 17: Minimum Donation for Office Bearers
Proposal:
- District Level: ₹6,000/year
- State Level: ₹60,000/year
- Country Level: ₹1,20,000/year
- South Asian Level: ₹2,00,000/year
- Hemi-National Level: ₹3,00,000/year
- Global Level: ₹5,00,000/year
Dedicated, experienced, and qualified individuals will be incorporated at various levels in the decision-making process of GAPP through provisions of reservation for the middle and lower economic classes.
The guest speaker of the session and former leader, Shri Mahesh Singh, emphasized that we do not have the luxury of waiting and remaining idle. He stated that if trillions of dollars are required to fulfill this mission, we must find ways to arrange these resources. He observed that only those who have not studied the vision of Shri Vishwatma believe that global peace, restrictions on war, and global rights are impossible. He urged participants to study the literature, reflect on these observations, and watch over 500 videos available on YouTube channels. Similar remarks were echoed by another guest speaker, Shri Mahendra Dwivedi. Ms. Meera Behan highlighted the fundamental features of “neo bureaucracy.” She observed that our political system is unfit to meet the needs of the public. Therefore, she emphasized the necessity of working together to replace the current politico-economic system with a more effective alternative.
Speaking on agenda No.-24 related to character building of office bearers of the GAPP; Sh. Vijay Bhasker suggested that a great character is essential for piloting a great mission. He introduced with the suicidal results of below bellow mentioned 4 human weaknesses:
- 1. Jealousy with coworkers,
- 2. Absconding behavior looking a unfriendly person working in the same organization,
- 3. Hunger of getting credit for day to day achievements of the organization. 4. Hunger of working only on top positions in an organization without calculating match between one’s role performed, ability and ambition.
It was decided that above conditions and character qualities should be the part of rules of membership and office bearers.
Agenda 18: Social Media Cell Strategy
- Hiring of 5 social media technicians & IT experts.
- Minimum Budget should be: ₹2,00,000 per month.
- Public outreach through YouTube, Facebook, and Twitter and other social media platforms.
Agenda 19-24: Additional Discussions
- Preparation of report of the International Conference held on 24-25 October, 2024 in New Delhi and sending it to all head of nations along with memorandum.
- Preparation for Guwahati Conference scheduled on 16th February 2025.
- Establishing Global Change Centers in all wards and villages.
- Conducting Training of Primary Members and Office Bearers program in March, 2025.
- Fixing Weekly roster duties of Office Bearers to run Delhi office.
- Conducting Training of Trainers program.
- Contacting and enrolling celebrities and public figures for endorsements of GAPP in order to compose Supra-national Interim Parliaments.
Agenda 25: Discussions on the Constitution of the GAPP
- The provisions related to GAPP constitution which were listed to discuss ;were as under:

- Principles
- Objectives
- Programs
- Organizational levels
- Organizational components
- Rules for primary membership
- Rules of three types of memberships
- Rules for individual membership
- Rules of organizational membership
- Rules of commercial membership
- Rules for the formation of the General Assembly at various levels ( responsible for making policy and rules and budget approval)
- Rules for the formation of task committees at different levels · Working list of various hierarchical governing units of GAPP
Looking scarcity of time in the workshop it was proposed by SH. Vishwatma to form a constitution discussion committee and every office bearers should have liberty to join the committee was presented. He suggested that who so ever is interested in the constitution of the GAPP, can join this committee for discussion and modification if required.

Proceedings were ended at 7.45 PM with reply of questions of participants and with vote of thanks offered by SH. Vishwatma. He emphasized on continued engagement.
